TriCKsnAt lat occurred the one huudrelh anniversary of the death of the brilliant Benjamin Franklin. A ftrintejv editor, philosopher, wientirt and Mateaman, his memory will live through all ages. He was great in all and when be died, as an admirer of hitnj recently said, he left nothing to be but rounded out hit career befWeJ death." It in but fitting that even this modest tribute should be paid to the father of American printers and editor. He was the pioneer who laid the foundation stone of what now a grand and lasting and Lis memory be kept fresh in the ttitielrf ol his disciple of this dsy. Voting Franklin wan early apprenticed to a printer, and 'after a varied career he-started his newspaper and almanac in 1742.

After a time he gave lip his newspaper work and devoted himself to science, with such "success tht before he was fifty ho hud written works (tint made his name celebrated And caused his election to the Royal Society of London. He went to England on a diplomatic niiion, remaining eight years, returnfng home in 1761- The breaking out of the l'untiac war, he again entered into polities, and was elected te the Aswi-mbly. Franklin was again sent to Kntrland, where he reuiained until shortly before the break-ing out of the Revolution. When Dr. Franklin was sent to Franee in couipany with Arthur Read and Silas D.

ane, he was received witlj such honors as had never before been vitited on any At eighty years of age he was at the height of his fame. On the 17thof Upril, 179), Dr. Franklin died full of years and honors. Kx-Pbesidknt Hayes made one of the best speeches of his life at the meeting of the Loyal legion in Philadelphia last week. Of the history of the organization he said: "The Military Order of the Loyl Legion had itexrrlception on that saddest day, at the conclusion of the civil war, when humanity throughout the world was shocked by the death of Abraham Lincoln'.

In honor of that illustrious memory and of the great cause for which we had fought, in recognition ot the affectionate friendships which had been inspired among the officers of the army then about to disband, in historic recollection of the Society of the Cincinnati wljich had embraced the officers of the Revolutionary army, it was determined to form this order. It waa the first of the military societies which followed, or rather accompanied, the close of the wr. When some time later the society of the Grand Army of the Republic was formed, intended to coto prebend all.of whatever rank who had honorably served, no antagonism was created tois, nor was any reason seen why, in its more limited sphere, this might not also be properly maintained. To the Grand Army of the Republic we have always fully and cordially accorded as its rightful place the position of the great representative society which includes and gathers into itself every association of that whole American army which subdued the Rebellion." APRIL 2JV 18 Ami ft long session th Pn-American Congress has adjourned by adopting a recommendation that all controversies concerning diplomatic rights, boundaries, territories, indemnitles.rightsof nar-igation and the validity, conatruction and enforcement of treaties between the countries represented be settled by arbitrators, whose award shall be compulsory. -e In many ways the conference was not success owing, perhaps, more to it want of authority than anything Secretary Blaine, who conceived and carried Into execnlion the idea, of holding ftuch a congress of Republics, said of its object in his addresa of welcome: "It will be a great gain when we shall acquire that common confldence on which all international friendship must rest.

It will be a greater gain when we shall be able to draw the peeple of all American nations into closer acquaint ance with each other, anend to be facilitated by more frequent aud more rapid intercommunicatioiK I De the greatest ain wben the personal and commercial tations of the American States, Noro and gotith, shall be so de-velopedysmd so regulated that each shall acquets the highest possible advantage fpx the enlightened and enlarged intercourse of all." This conference was authorized by an Act of Congress passed in 1888 and was composed of delegates from eighteen Republics, the, territories of which touch either Pole and comprise the whole American Continent, except the Dominion of Canada, the interests and populations represented are almost Had France and Switserland participated, all the existing Republics in the world would have taken part iu its deliberations. Three tongues, English, Spanish and Portuguese, were spoken by its delegates. Colon xl McClurk, of Philadelphia, waa down at Washington last week and i as Uatial had his eyea and ears open. What he saw and heard is interesting, but perhaps the mosT-ititeresting part of the long Jetter he wrote his paper ia that which gives the condition of the nation' finances. The caustic and talented Pennsylvanian goes right into the subject and says.

"There will be no surplus of receipts over expenditures this year. All the general appropriations are necessarily increasing from year to year. The Dependent Pension Bill will swell piions up to at least more likely 110,000,000 more; the repeal of tobacco taxes will reduce the revenues nearly 130.000,000, and the expenditures are thus certain to be increased from to $00,000,000 with reduced revenues of nearly making a dif ference in the aggregate of from ISO. 000,000 to $00,000,000. These now inevi table changes alone will make the ex penditures fully equal if they do not ex ceed the revenues.

There ill be no tress. nrv surplus even under the now imper ative orders for economy as a party ne cessity, and for the defeat of the many questionable or utterly profligate schemes which came here on campaign promises. There will be no subsidies of any sort. Steamship lines and all other interests which have been misled by whispers of will fail, sim ply because the doora must be closed against all new avenues to the treasury The battle will be desperate when the trial comes, a many of the speculative schemes which paid liberally for prom irtd favor, have devoted friends in Congress, and the fear of the leaders now is that a combination may run away from their control and compel the President to save the party by the veto power. The recent Mississippi floods will make it difficult to cut down the River and Harbor Bill, and the leaders now under stand that when they shall have halted profligacy wherever possible, they will le likely to bankrupt the Ex-Presidint Cleveland in his reply to the attack of a New York newspaper, aaid at least one thing with which we heartily agree: "I do not care," said he, "how much I am critioIsCa-'for my public acts.

That la perfectly legitimate aud I recognize the right of every man to differ on pub-lie questions. There" is a line, however, It seems te me, where criticism and abuse should stop. The man who Invades the privacy of a family and indulges in coarse and wanton attacks on pri vate citixens is no better than a highwayman. He places himself on the level of the blackguard and his vulgarities can have, no weight with decent people. There are teo many newspaper editors that do not recognize the line between legitimate-journalism and blackguardismand as Mr.
